#1 - An invasion from Mexico would be swiftly dealt with by the State of Texas with no Federal help required OR desired. This is based on recent historical examples of Texas-Mexico relations. Also, the "Republic of Texas" has enough military power to defend our state WITHOUT help from the Governor -- which is why the State Government is so afraid of them.
#2 - Keep in mind that there are checks and balances in place to keep our President, and the Federal government, from turning dictatorial. A lot of power still rests in the hands of the State and Local governments, and without their OFFICIAL say, Uncle Sam can't step up to the plate. It's inconvenient and infuriating at times like this, but it's part of what keeps our nation free. Even with the Mayor calling for aid, a lot of the response lag is due to the Governor of Louisiana's reservations about transferring control to the Feds -- it's a Southun thang.
